The State Customs Service of Turkmenistan has amended and supplemented the mandatory requirements for the equipment and location of temporary storage warehouses. The order was registered by the Ministry of Justice of Turkmenistan on July 20, 2026.

As noted in the document, the changes are being made to improve temporary storage warehouses in line with modern requirements and to increase the reliability of customs control over goods stored there.

According to the amendments, open-type warehouses must now be additionally equipped with an X-ray television system for customs inspection of goods, which must be kept in working order at all times.

The list of requirements that customs authorities have the right to impose on temporary storage warehouses has also been updated. Specifically, warehouses must have an automated goods accounting system compatible with customs software. In addition, it is envisaged to allocate a segment of the warehouse's computer network for the work of the customs authority, to link the warehouse's accounting system with the information system of the State Customs Service and (or) to provide customs officials with remote access to the accounting system with the provision of information security tools.

A separate requirement is the allocation to the customs authority of a communication channel with the necessary bandwidth for receiving and transmitting electronic data on the delivery and customs clearance of goods.

The changes also affect video surveillance systems in warehouses: they must ensure monitoring of the warehouse premises, as well as the placement, storage, and issuance of goods, and video recordings must be stored for at least 60 calendar days. The video surveillance system must be operational at all times and linked to the State Customs Service's video surveillance system.

The order was issued in accordance with Part 3 of Article 66 of the Customs Code of Turkmenistan and Article 30 of the Law of Turkmenistan "On Regulatory Legal Acts" and was signed by Mammetguly Hudaykulyev, Chairman of the State Customs Service. Oversight of the order's implementation has been assigned to Durdymurat Bayriev, Deputy Chairman of the Service.
