Turkmenistan’s Ministry of Communications is upgrading networks for the virtual asset market

The Ministry of Communications of Turkmenistan is working to modernize the telecommunications infrastructure, which will serve as the foundation for regulating virtual assets and implementing mining technology in the country. This was announced by Deputy Minister of Communications Berdimyrat Berdiyev while speaking at the Turkmenistan Investment Forum (TIF-2026).

According to the deputy minister, a high-performance, secure, and reliable telecommunications infrastructure serves as the key foundation for the implementation of financial instruments such as blockchain technologies and virtual assets.

He noted that the country has adopted the Law "On Virtual Assets" and approved a roadmap for the regulation of virtual assets and the implementation of mining technology for the 2026–2030 period.

Berdiyev explained that state policy in this sector is distributed among several agencies. The Central Bank regulates the financial market and licenses crypto exchanges, the Ministry of Energy shapes tariff and energy policy for industrial mining, and the Ministry of Finance and Economy oversees financial monitoring.

According to him, the Ministry of Communications’ remit covers three areas: providing high-speed communication channels for data centers, mining pools, and licensed virtual asset exchange operators; ensuring information security, including the protection of critical information infrastructure within financial networks against cyber threats and DDoS attacks; and integrating national data transmission networks into the international digital space while upholding security standards and data sovereignty.

The deputy minister noted that blockchain technology and virtual asset operations place high demands on connectivity quality: minimal latency, equipment fault tolerance, and channel redundancy are critically important. In this regard, the ministry is upgrading fiber-optic communication lines, expanding the bandwidth of backbone networks, and deploying modern routing equipment.

"All the necessary conditions are being created to ensure that domestic and international investors operating in the digital finance and fintech sectors can rely on a stable and secure telecommunications environment," he said.

Berdiyev specifically addressed the issue of cybersecurity. According to him, the ministry prioritizes strengthening traffic monitoring systems, collaborating with relevant agencies to combat cybercrime, and implementing advanced encryption protocols.

"The security of the national information environment is the key to investor confidence and the stability of Turkmenistan's entire financial and economic system," he emphasized.

The Deputy Minister invited experts, representatives of technology companies, and investors to participate in the "Turkmentel-2026" international exhibition and scientific conference. He assured that the Ministry of Communications is open to constructive dialogue, technological partnerships, and attracting investment for the development of digital infrastructure.

The Turkmenistan Investment Forum (TIF-2026) is taking place in Ashgabat on October 1–2. More than 750 delegates from 50 countries are participating. Topics under discussion include energy and petrochemistry, transport corridors and the Caspian region, the digital economy and artificial intelligence, agribusiness, tourism, urban infrastructure, and water resources.
