A new regulation governing the issuance of educational documents in the state and foreign languages has entered into force in Turkmenistan. Order No. 195 of the Minister of Education, dated May 13, 2026, approved the relevant regulations, simultaneously repealing Order No. 212 of 2019.
According to the document, all state diplomas and other educational documents are now issued in Turkmen and/or English. The diploma supplement (extract from the transcript) is written in Turkmen, but can be additionally issued in English upon the graduate's written request.
The new procedure establishes clear requirements for completing forms: only handwritten forms, using ink or ballpoint pen, are permitted; corrections, crossings out, and erasures are strictly prohibited. Document owner information is entered strictly based on passport data, and the spelling of the first and last name in English must match the data in the international passport.
The regulations also detail the procedure for issuing duplicates in the event of loss, destruction, or damage to a document. Specifically, in the event of loss, a notice declaring the document invalid must be published in a newspaper and a corresponding certificate must be obtained from the internal affairs authorities.
The custody of educational documents is the responsibility of the responsible employee of the educational institution, appointed by the head of the institution. The documents are stored in fireproof safes in premises equipped with a security alarm. The head of the educational institution is personally responsible for organizing the registration, storage, and issuance of educational documents.
