The US Investment Visa Program, which launched in late 2025 and offers permanent residency in the US for a minimum investment of 1 million USD, has seen extremely low demand among potential participants.
According to data released by the US administration at the end of April, only 338 applications had been submitted for the program by that time. Only 165 people paid the non-refundable 15 thousand USD application fee, and only 59 applicants made it to the next stage—processing documents with the Department of Homeland Security.
Immigration lawyers attribute the program's low popularity to a number of significant legal risks. According to The Washington Post, immigration lawyers advise clients to refrain from participating in the program, as it has not received congressional approval and could be repealed by executive order. Furthermore, the program carries the risk of litigation and offers no tax advantages compared to existing immigration mechanisms for foreign investors.
Among the skeptics are a number of prominent American immigration lawyers, including specialists with experience in high-profile US citizenship cases.
