The Ministry of Finance and Economy of Turkmenistan has approved the procedure for maintaining the state register of integrated circuit topologies. The corresponding document has been published on the website of the Ministry of Justice of Turkmenistan.
The state register will be maintained by the State Service for Intellectual Property of the Ministry of Finance and Economy (Turkmenpatent) in paper and electronic form.
The state register will contain information about integrated circuit topologies, their authors or copyright holders, application filing dates and state registration, as well as other information related to registration. The document defines specific data that must be entered into the register, including registration numbers, names of topologies, information about applicants and authors.
The procedure provides for the possibility of making changes to the register when the name or address of the copyright holder changes, property rights to the topology are transferred, and when technical errors are detected. Applications for making changes must be submitted within 10 working days from the moment when interested parties became aware of the need for such changes.
Turkmenpatent is obliged to consider applications within 30 calendar days and notify of decisions made within three working days. Information from the state register will be published in the official bulletin of the agency.
The document is aimed at ensuring legal protection of intellectual property in the field of microelectronics and creating a transparent system for registering topologies of integrated circuits in Turkmenistan.
For reference:
The topology of an integrated circuit is a spatial and geometric arrangement of the elements of the circuit and the connections between them, recorded on a tangible medium. This is one of the types of intellectual property that is subject to legal protection on an equal basis with inventions and utility models. Topologies are created during the development of processors, microcontrollers, memory chips and other electronic components.
