A delegation from the Ministry of Agriculture of Turkmenistan paid a working visit to Russia, where they met with the leadership of Rosreestr (the Federal Service for State Registration, Cadastre, and Cartography). The parties exchanged experiences in digitalizing the real estate accounting and registration system and discussed the implementation of joint projects based on the previously signed Roadmap, according to newscentralasia.net.
The Turkmen delegation was led by Govshut Shadurdyyev, Deputy Head of the Ministry's Land Resources Service, and Ovez Yuvshanov, Head of the Digital Technologies and Information Security Department.
As noted at the meeting, work has begun or is planned on all points of the Roadmap, and specific decisions have already been made on some issues.
Deputy Head of Rosreestr Maxim Smirnov noted:
"We plan to use the experience of developing the Russian National Spatial Data System (NSDS) platform as the basis for the project's implementation. We are also ready to assist our international colleagues in training specialists and retraining personnel."
During the visit, specific agreements were reached in two key areas: updating the technical specifications for the creation of Turkmenistan's state electronic land cadastre using GIS technology, as well as further training for students from Turkmen universities in programs offered by the Moscow State University of Geodesy and Cartography, and advanced training for staff at the Rosreestr educational consortium. The Turkmen delegation also visited the “Roscadastre” (Roskadastr) software and software development center, where they learned about the support of Rosreestr's information systems and the use of artificial intelligence in registration processes. Specialists demonstrated the Unified Electronic Cartographic Framework and the capabilities of the NSPD digital platform.
The roadmap for 2025–2026 was signed between Rosreestr and the Ministry of Agriculture in October of this year at a meeting of the Intergovernmental Russian-Turkmen Commission on Economic Cooperation. It is based on the 2022 Memorandum of Understanding, which has already facilitated an exchange of experience in registration activities and the digitalization of land and real estate services, the source notes.
