Meteorologists have recorded a record amount of precipitation for August in the last 140 years of observations. As a safety measure, all beaches in the special administrative region are closed.
Classes have been cancelled in educational institutions, and teachers are providing supervision of students until their parents arrive. Employers are advised to temporarily exempt employees from mandatory presence in offices, with the exception of critical services.
